23-02738JOB DESCRIPTIONOur client is seeking a Senior Consultant/Independent Verification & Validation (IV&V) Project Manager to join our State Government Practice Group, focused on serving our state Health and Human Services (HHS) agency clients.
This role is contingent upon award of a project with the State of Hawaii.
If Client is awarded the project, the expectation is that the Senior Consultant will serve as the IV&V Project Manager for a minimum of one year or longer if the project is extended transitioning after the project is over to serving as a project manager on other projects providing IV&V and/or other consulting services to other state HHS agency clients across the United States.
As a Senior Consultant, you will have the right mix of demonstrated project management, technical, and IV&V skills and experience, exceptional organizational and self-management qualities, strong leadership and client-facing capabilities, and effective written and verbal communication skills.
You will have 10
years working with and/or for state government agencies for HHS programs (such as Public Health, SNAP, TANF, Behavioral Health, Intellectual/Developmental Disabilities, Child Care, Child Welfare, and Aging), and you will be comfortable working in many different environments within state government.
You will oversee Client projects teams consisting of business analysts, technical analysts, and other staff on information technology (IT) systems planning and procurement, business process improvement/analysis, (IV&V), IT and data governance, and other similar projects.
IT and management consulting experience is preferred, and the right candidate will be comfortable working with clients on IT- and policy-related projects.
Experience with business development (e.
g.
, writing proposals for new projects) and staff development is also preferred as these are important aspects of this role.
You will be based in or willing to relocate to the Kapolei/Honolulu, Hawaii area , and you will report to the HHS Practice Area Lead Principal.
Travel Expectations:
Regular onsite time at the client office in Kapolei, Hawaii, is expected.
Client travel in the after the project is completed could be as much as 50%.
You will:
Lead Client projects providing services for state HHS agency clients, such as project management, IT system planning and procurement support, business process improvement/analysis, organizational and operational assessments, strategic planning, IT and data governance, workforce assessment and development, IV&V, implementation and IT solution vendor management/oversight) Lead and support delivery of services to clients on time and within budget, including assigning and managing staff and overseeing development of deliverables such as organizational/operational assessments, needs assessments, gap analysis, requirements traceability matrices (RTMs), IT solution vendor procurement documents, federal Advance Planning Documents, and IV&V reports Develop project approaches and work plans, and coordinate task assignments across project team members accordingly Ensure alignment of all project IV&V standards with agency, state, and Federal expectations; manage IV&V activities (e.
g.
, scope, schedule, budget, resources) and provide reports to the client accordingly; advise the client on best practices; and recommend modifications to project and implementation processes Report on project status (written and verbal)including risks and issues to different audiences, including client executive leadership Inspire and motivate the project teams you lead, and serve as a trusted advisor to clients Serve as the primary point of contact with the client, and facilitate meetings and interviews with client stakeholders with confidence and professionalism Maintain a strong focus on providing high quality services and deliverables, in adherence with Client's Consulting Quality Management Program Play a role in developing staff; contribute to maintaining and building a positive, fun, and innovative HHS team culture; and participate in and/or lead training and other learning and development activities You have:
A Bachelor's degree, preferably in IT, Engineering or a business or related field A Project Management Professional (PMP) certification from the Project Management Institute Minimum of 10 years' experience in a leadership role on one or more large-scale IT system implementation projects, inclusive of 5 years' IV&V experience over public sector system implementation projects and 3 years' IV&V experience over HHS system implementation projects, preferably in relation to HHS case management implementation projects Minimum of 5 years' experience creating IV&V processes and plans directly related to public sector implementation projects that includes industry-standard and best practices regarding quality, quality assurance and quality control principles and techniques A strong customer focus Demonstrated experience leading project teams Experience in and a desire to coach and mentor junior team members An ability to balance strong attention to detail with a focus on the bigger picture Effective project management and organizational skills, and the ability to remain calm and focused during busy or challenging times Excellent written communication skills, including documenting complex issues succinctly and logically Excellent verbal and presentation skills, including articulating complex issues to a variety of audiences The ability to balance multiple assignments and achieve quality results in a timely manner The ability to create and sustain positive working relationships with staff and diverse constituencies and to work independently as well as collaboratively Microsoft (MS) Office suite skills and experience, including MS Project, Visio, and Excel Equal Opportunity Employer Veterans/Disabled While an hourly range is posted for this position, an eventual hourly rate is determined by a comprehensive salary analysis which considers multiple factors including but not limited to:
